Elbert likes to do silly things to make you laugh.
In the picture above, he is wearing the hair bow from Renee's dance recital around his neck.
When Elbert talks, his nose gets smooshed in and he says: "Wah wah-wah, wah wah-wah, wah."
Now Elbert is swishing his tail.
